About this file

This is a Statement of Work (SOW) for in-place reconditioning and maintenance services of two 500KW Ships Service Motor Generator (SSMG) Sets aboard the SSBN 737 submarine at Trident Refit Facility (TRFB) in Bangor, Washington. The contract is a Firm-Fixed Price award with a non-personnel services structure wherein the contractor provides all necessary personnel, equipment, supplies, tools, materials, supervision, and technical expertise to perform the work. The contractor must possess documented NAVSEA approval per SUBMEPP Maintenance Standard 3140-081-039, as TRFB does not have this capability in-house. Work will be performed during the Extended Refit Period (ERP) in two three-week phases—one week for No. 1 SSMG Set reconditioning, followed by approximately one week of Ship's Forces maintenance and testing, then one week for No. 2 SSMG Set reconditioning.

Technical requirements include complete disassembly, cleaning, and inspection of both SSMG Sets using NAVSEA-approved procedures; replacement of DC main field poles, AC/DC bearings, bearing cartridges, AC/DC/over-speed electrical brushes, and DC air filters with Government-Furnished Materials (GFM); rotor reconditioning including commutator resurfacing, undercutting, and beveling; AC slip ring resurfacing; and reassembly with proper brush seating and DC neutral plane setting. The contractor must comply with work authorization requirements per COMUSFLTFORCOMINST 4790.3 and NAVSEA tag-out procedures, attend arrival safety briefings, notify the Contracting Officer's Representative (COR) of safety mishaps within four hours, and coordinate with Ship's Forces for system isolation and testing. Security requirements include Confidential-level Facility Security Clearance and safeguarding of Restricted Data regarding Naval Nuclear Propulsion Information (NNPI and U-NNPI) per OPNAVINST N9210.3. The Government will provide mandatory GFM (specified in redacted lists for each SSMG Set), HAZWASTE disposal, crane and rigging services, temporary utilities (electrical power, water, compressed air, ventilation), a laydown area, and interference removal. Deliverables include Conditions Found Reports (CDRL A001) within 24 hours of inspection completion, Work Completion Reports (CDRL A002) within five days of operational testing for each SSMG Set, and Contractor Furnished Material Reports (CDRL A003) within three days of work completion, all submitted in approved transferrable media to the COR.

Date: 27 FEB 2026

STATEMENT OF WORK (SOW)

1. GENERAL INFORMATION:

1.1. GENERAL: This is a non-personnel services contract to provide onboard technical overhaul/ refurbishment (in-place reconditioning) and maintenance/repair services of 500KW Ships Service Motor Generator (SSMG) Sets upon approved CFR. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.2. DESCRIPTION OF SERVICES/INTRODUCTION: The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, other items and non-personal services necessary to perform in-place reconditioning and maintenance/repair services of 500KW SSMG Sets as defined in this Statement of Work (SOW), except for those items specified as government furnished material, property and services. The contractor shall perform to the standards in this contract.

1.3. BACKGROUND: Trident Refit Facility, Bangor, WA (TRFB) in support of SSBN 737 Extended Refit Period (ERP) requires in-place reconditioning and maintenance/repair services of the No. 1 and No. 2 500KW SSMG Sets. In-place reconditioning of "Classic Design" 500KW Ships Service Motor Generator (SSMG) by USN maintenance activities is governed by the requirements Set forth in SUBMEPP Maintenance Standard 3140-081-039, Ref. 2.1, which mandates NAVSEA approval of activities performance thereof. TRFB does not possess this capability, thus TRFB requires a contractor with documented NAVSEA approval to conduct in-place reconditioning of Ship Service Motor Generators. Documented proof of the contractor's NAVSEA approval shall be provided at solicitation with the proposal for technical review and consideration. NAVSEA Letter 4710 SER 04X/320 dtd 04 OCT 2011, Ref. 2.2, provides NAVSEA approval of one known commercial entity.

1.4. SCOPE: Current baseline conditions: SSBN 737 No. 1 & No. 2 500KW SSMG are in an operational status during a dry-docking availability. Performance of 500KW SSMG Set in-place reconditioning and maintenance under this contract is required by class maintenance plan and not to correct address specific equipment or operating deficiencies or material discrepancies.

1.5. PERIOD OF PERFORMANCE:

1.5.1. Contractor work to perform in-place reconditioning and maintenance services of the first of two 500KW SSMG Sets shall start and conclude within the first of two three-week periods. Upon conclusion of in-place contractor work on the first of two 500KW SSMG Sets, the work shall then pause for approximately one week to enable sufficient time to permit Ship’s Forces (SF) scheduled maintenance and retest actions to restore the first of two 500KW SSMG Sets to operation. Upon operational restoration of the first of two 500KW SSMG Sets, the in-place contractor work to perform in-place reconditioning and maintenance services of the second of two 500KW SSMG Sets shall start and conclude within the second of two three-week periods.
