About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 2, on behalf of Samuel S. Stratton VA Medical Center, seeks furnishing and installation of impact-attenuating, ligature-resistant padded flooring in two seclusion rooms, with proposals due August 26, 2026 at 12:00 p.m. EDT and questions due August 19 at 12:00 p.m. EST. This is a total small business set-aside (NAICS 314110, 1,500 employees or fewer).
Place of performance is Albany, NY 12208. The two seclusion rooms (B1007A and B1007B) each measure approximately 15 feet by 6 feet with existing concrete subfloor. The padded flooring system must be complete, continuous, and monolithic, designed specifically for behavioral health or seclusion environments. Required specifications include minimum 1-inch cushioning thickness; seamless or chemically bonded joints; an integral coved base of minimum 4-inch height at all perimeter walls; slip-resistant properties suitable for barefoot or sock use; a Class A or equivalent fire rating with self-extinguishing characteristics; compatibility with hospital-grade disinfectants; complete tamper-resistance with no exposed fasteners or gaps; and bolster blocks with center holes to anchor existing seclusion room beds. Contractor must verify field conditions, perform substrate preparation and moisture testing, and install safe, tamper-resistant doorway transitions.
Submittals must include product data, impact-attenuation and fire test documentation, shop drawings detailing seam locations and transitions, cleaning recommendations, and color selections. Bids must include lump sum pricing for complete installation, separate line items for substrate repair allowances and moisture mitigation, product manufacturer and system name, construction schedule with lead times, and description of relevant behavioral health or VA facility experience. A site visit is scheduled for August 13 at 11:00 a.m. Invoices are due 30 days after installation completion.
