The flooring must be suitable for high‑abuse, self‑harm risk behavioral health environments and comply with applicable VA and behavioral health design guidance referencing VHA directive 1167 for seclusion spaces.
2. Room Information
· Room identification: B1007A and B1007B (seclusion rooms in a secure inpatient mental health ward).
· Approximate finished floor dimensions (each room): 15'-0" x 6'-0" (contractor shall field‑verify).
· Existing construction: Concrete or similar hard subfloor (contractor to verify in the field).
· Adjacent flooring at door/threshold: To be verified by contractor; transitions must be made safe, tamper‑resistant, and compliant with accessibility requirements.
3. Performance and Product Requirements The contractor shall provide a complete, continuous padded flooring system specifically designed and marketed for behavioral health, seclusion, de‑escalation, or similar high‑risk rooms, meeting or exceeding the following minimum criteria:
Intended use
· Continuous, resilient, impact‑attenuating floor system designed for behavioral health, seclusion, or de‑escalation rooms in high‑abuse and self‑harm risk environments.
· System shall provide substantial cushioning at a minimum of 1 ¼” thick to reduce injury risk from falls and self‑impact while maintaining sufficient firmness for ambulation by staff and patients.
Surface and seams
· Monolithic, non‑absorptive surface with seam‑welded or chemically bonded joints to create a continuous, cleanable surface.
· Joints shall be tamper‑resistant and shall not present edges that can be picked, peeled, or weaponized.
· Surface shall be compatible with hospital‑grade disinfectants and routine wet cleaning.
Integral coved base
· Integral or fully compatible covered base, minimum 4" height, at all perimeter walls.
· Base shall be continuous with the floor finish (no exposed substrate) to eliminate gaps, crevices, or exposed edges where contraband can be hidden or ligatures attached.
Safety and slip resistance
· Slip‑resistant surface appropriate for barefoot or sock use, balanced to reduce slip risk while avoiding excessive friction that could cause skin injury.
· Surface shall remain slip‑resistant when cleaned and disinfected per manufacturer’s instructions.
Fire and code performance
· Flooring system shall have a Class A or equivalent fire rating suitable for the application, as required by applicable codes and VA criteria, with self‑extinguishing characteristics.
· Contractor shall submit documentation of fire and smoke performance for the proposed system.
Tamper‑resistance and ligature resistance
· No exposed fasteners or hardware within the patient area.
· Installation shall prevent patient access for picking, prying, or removal of the flooring, base, or transitions.
· System shall be suitable for use in ligature‑resistant psychiatric environments, with no protrusions, gaps, or features that could reasonably be used for self‑harm.
Cleanability and infection control
· Smooth, non‑absorbent, and easily cleanable surface compatible with common hospital disinfectants.
Compatibility
· Compatible with existing subfloor and adjacent finishes at doors/thresholds, maintaining safe, low‑profile, accessible transitions.
· Any transition components at doorways shall be tamper‑resistant and free of sharp edges.
· Bolster blocks must be added as an integral part of the padding foundation to support the weight of the existing seclusion room bed.
· Bolster blocks must be a center hole type that allows the seclusion room bed to be securely anchored through the padding without damage to the finished floor.
4. Scope of Contractor Work The contractor shall provide all labor, materials, supervision, tools, equipment, and transportation necessary to furnish and install a complete padded flooring system in Rooms B1007A and B1007B as described below.
