About this opportunity

The US Agency for International Development (USAID) in Jordan is seeking a qualified Jordanian Architect-Engineer (A-E) consulting firm classified as Class 1A to provide technical assistance and services for the Water Engineering Services Phase II (WES II) activity. The solicitation aims to support Jordan's water and wastewater sector through infrastructure planning, engineering design, construction supervision, and related support services. Key contract requirements include providing three critical personnel positions: Chief of Party, Design Manager, and Construction Manager, with a focus on infrastructure projects such as the Ma'an Wastewater Treatment Plant engineering studies. Evaluation criteria will assess past performance, with firms required to demonstrate three relevant projects within the last seven years and five example projects with a minimum $5M construction value. The solicitation timeline includes a proposal submission deadline of January 6, 2025, with a pre-bidding conference held on November 25, 2024, and questions accepted until November 21, 2024.

The contract will be a Cost Plus Fixed Fee (CPFF) term type with an anticipated five-year period of performance, estimated to require approximately 33,690 full-time-equivalent person-days of technical and professional personnel. There is no specific set-aside designation for this opportunity, and the contract will be performed primarily in Amman, Jordan, with a geographic procurement code of 937 covering the US, Jordan, and developing countries. The solicitation supports USAID's broader objective of increasing water security in Jordan by enabling improved water sector management and infrastructure development. The total contract effort is substantial, involving infrastructure planning, engineering design, construction supervision, and capacity-building activities. Potential contractors must be prepared to work closely with Jordanian water sector entities and implement comprehensive technical assistance and engineering services across multiple water infrastructure projects.
