About this opportunity
The Department of the Navy Naval Supply Systems Command is conducting market research for a shipboard habitability project on the USS Decatur (DDG-73) located at Joint Base Pearl Harbor Hickam, Hawaii. The project involves comprehensive upgrades and renovations to multiple ship areas, including the Wardroom, CPO Mess & Lounge, Messdeck, and other interior spaces. This pre-solicitation notice is a Request for Information (RFI) aimed at identifying potential contractors with capabilities in institutional furniture manufacturing under NAICS code 337127. Interested companies are required to submit an email to mark.e.lowe18.civ@us.navy.mil by 12:00 PM HST on May 6, 2025, providing their company's interest, SAM Cage Code or UEI, and small business status. The government emphasizes that this is not an official solicitation and will not reimburse any costs associated with responding to the RFI.
The contract appears to be a firm fixed-price procurement for fabricating and installing custom furniture, refurbishing existing spaces, and upgrading interior components using military and federal specifications. The project scope includes manufacturing custom furniture like L-shape couches, cold tables, entertainment centers, and work stations, as well as re-upholstering existing furniture and resurfacing decks with epoxy flake paint. There is no specific set-aside designation for this opportunity, and small businesses with up to 500 employees are eligible. The project has a firm completion deadline of June 27, 2025, with work to be performed during regular working hours (0900-1800) Monday through Friday, excluding government holidays. Contractors will need to comply with base access and security requirements, including obtaining visitor badges and participating in security briefings. While no specific award value is mentioned, the comprehensive nature of the renovation suggests a significant investment in shipboard infrastructure improvements.
