About this opportunity
The Federal Emergency Management Agency (FEMA) is conducting market research for an Alternative Transportable Temporary Housing Unit (ATTHU) Modular Alternative Housing procurement. This pre-solicitation notice is designed to gather industry feedback and assess the availability of firms capable of providing specialized temporary housing solutions. The opportunity is currently in a Request for Information (RFI) phase, which means FEMA is not yet seeking formal proposals but is collecting preliminary insights from potential contractors. The RFI is structured to comply with Federal Acquisition Regulation (FAR) 15.201(e), ensuring that responses are not considered binding offers. Interested firms are encouraged to review the attached documents and provide questions or feedback by the specified deadline of March 31, 2025.
The procurement falls under the Manufactured Home Manufacturing NAICS category (321991) and Miscellaneous Prefabricated Structures PSC category (5450), indicating a focus on modular, transportable housing units. There is currently no set-aside designation for this opportunity, suggesting it will be open to a broad range of qualified contractors. While specific award values are not disclosed in the pre-solicitation notice, the documents suggest this is likely part of a larger IDIQ (Indefinite Delivery/Indefinite Quantity) contract recompete for next-generation housing solutions. The attached documentation, including a Statement of Work and response review addendum, provides additional context for potential bidders. FEMA's primary objective appears to be developing flexible, rapid-deployment housing units that can be quickly transported and assembled in emergency response scenarios.
