About this opportunity
The Department of the Air Force Global Strike Command's 7th Contracting Squadron is seeking contractors to perform comprehensive mold assessment services for dormitory buildings at Dyess Air Force Base. The procurement requires a Texas Department of Licensing and Regulation (TDLR) licensed Mold Assessment Consultant to conduct visual inspections, air and surface sampling, laboratory testing, and develop remediation protocols for 50 rooms across buildings B6126, B6127, and B6138. Contractors must provide a minimum of two samples per room, utilize only TDLR-accredited laboratories, and deliver both digital and printed reports in accordance with Texas Administrative Code Title 16, Chapter 78. The evaluation will be based on best value to the government, considering technical acceptability, price, and performance period, with offerors required to submit a technical approach, applicable licensing and certifications, and completed RFQ documentation. Following two amendments extending deadlines, quotes are now due September 24, 2025, at 1:00 p.m. CST, with all submissions required via email to the contracting officers.
This opportunity is designated as a Total Small Business set-aside with no incumbent contractor identified in the solicitation documents. The contract structure includes separate Contract Line Items (CLINs) for initial mold assessment of 50 rooms, re-assessment of 50 rooms, and an optional re-sampling service for individual rooms that fail clearance protocols. The period of performance is structured with two 30-day periods, with the overall contract maximized at 60 days for completion of all assessment activities. Work must be performed during normal business hours (0700-1600) at Dyess Air Force Base in Abilene, Texas, with the contractor responsible for coordinating with facility managers and minimizing disruptions to daily operations. The government intends to award a firm-fixed-price contract based on the submitted quotes, with payment terms of net 30 days and no warranty coverage under this multiple award contract structure.
