1. The quantity and unit cost on Page 2 of RFQ is listed as 1 per job for each item. Is the requested unit price to be per room, or for the full project as listed on the SOW in line "1. Description of Services" (50 rooms)? Per room.
2. Are there any available drawings for a typical room to assist in layout and approximate dimensions that can be provided? Drawings provided
3. Are there any available photos of a typical room layout that can be provided? See question 2.
4. Is this the same project that was previously listed on SAM.gov under FA466125Q0113 for remediation that was a woman owned set aside. The room numbers are the same. No.
5. This is for a TDLR MAC to perform an assessment and create a protocol, NOT to perform remediation correct? Only assessment and protocol is required,
6. The SOW section 1.6.2 has a service of “1.6.2.2. The Contractor shall remove all containment barriers and perform a comprehensive cleaning of the work area upon completion.” This is a function of a TDLR MRC not a MAC. Can that be removed from the SOW. Yes, it can be removed.
7. The SOW section 1.6.2 has a service of ” 1.6.2.3. The Contractor shall provide a detailed final report outlining all remediation protocols to be performed by a MRC (Mold Remediation Contractor).” This is a function of a TDLR MRC not a MAC. Can this be removed. The MAC does provide a detailed report of clearance but the MRC provides the remediation report. The MAC will provide the remediation protocol to be followed by the MRC. The MRC will complete the remediation and the MAC will provide the clearance reports. If there is any contradictions it may be removed from the SoW.
8. There is no mention of the Texas form PC326 MDR-1 to be filled out, is this not a requirement?
Form will be completed by the MRC and MAC after their role in the remediation process is completed.
9. Section 1.7 states “1.7 The Contractor shall ensure that all jobsite waste, debris, and materials are removed and disposed of in accordance with Section 4, titled: Disposition of Waste, Excess, Scrap, and Salvage Materials.” This is an MRC function not a MAC function can this be removed. Yes.
10. Same question as above for, 1.4,1.5,1.9,1.10,1.11,1.12, 1.13,1.14,1.15,1.16. Yes, as needed.
11. Section 1.16 states “1.16. The Contractor shall warranty all work for a period of one (1) year from the date of acceptance by the Government.” Will the original source of the fungal growth be repaired PRIOR to the work completion by the MRC? This cannot be warrantied without original source repairs. The warranty portion will most likely be removed from SoW.
12. Section 1.16 A one year warranty on something that cannot be controlled due to lack of cleanliness, future intrusions, reintroduction of fungal matter etc. cannot be upheld since the remediation is performed and the area is clean at the time of cleaning only. This needs to be removed from the SOW. See answer to question 11.
13. How many minimum samples (air and surface) are expected per dorm room, or is this at the contractor’s discretion? Minimum of two (2).
14. Must the laboratory performing analysis be specifically accredited in Texas (TDLR), or would you accept ISO/IEC 17025 accredited laboratories from other states with equivalent recognition?
Only TDLR accredited laboratories will be accepted for the mold assessment.
15. Should reports be submitted in digital format only, or are printed copies also required? Both.
16. For post-remediation testing, is the contractor expected to also handle cleaning and barrier removal, or strictly the air/surface verification? Only assessment, protocols, and post remediation to include air and surface verification is required.
17. If an area fails the clearance test, should re-sampling costs be included within the same CLIN or quoted separately? A CLIN for re-sampling costs will be included.
18. Is there a standard reporting format required, or is it sufficient to follow Texas Administrative Code Title 16, Chapter 78 for technical reporting? Follow Texas administrative code.
19. Is there a budgetary ceiling or reference value allocated for this procurement (not published in the RFQ)? Technically there is no budgetary ceiling. The government intends to award a fixed firm price contract, based upon quote submitted by chosen apparent awardee
20. Are specialized subcontractors (e.g., external laboratories) allowed, and how should their participation be documented in the proposal? Must follow all TDLR regulations. Must be licensed to performed all MAC requirements in state of Texas. Any external laboratories must meet all regulations, standards, and requirements in the state of Texas.
21. Does the contract allow for any performance period extension, or is it limited to a single 60-day performance window? The period of performance will be split between two (2), thirty (30) day CLINs.
22. For Representations & Certifications, is it sufficient to reference the updated SAM.gov registration, or must we also submit the complete FAR 52.212-3 form with the proposal? FAR 52.212-3(b) must be completed if only if applicable.
23. Could you please clarify the relative evaluation weight between “technical” and “price” under the best value determination? This is a RFQ utilizing FAR 13 procedures. IAW FAR 13.106- 1(a)(2)(iii) “Solicitations are not required to state the relative importance assigned to each evaluation factor and subfactor, nor are they required to include subfactors.”
24. Will an additional site visit opportunity be scheduled prior to the proposal due date (as the SOW suggests a pre-proposal site visit)? No.
25. To provide a more accurate estimate, I would like to schedule a walkthrough of the listed units.
Could you please advise what dates and times would work best for you to conduct this site survey? Currently no walkthrough or site survey will be conducted.
26. Will you be accepting proposals for the subsequent remediation after the assessments are completed? This is not a question that regards this contract.
27. Please confirm if this is just an assessment or if remediation is to take place, as the SOW seems to be slightly contradictory. Per SoW this is only for pre and post assessment.
28. Please confirm if a site visit is to be conducted and if it will be mandatory. Please refer to the answer in question 25.
