About this file

This document is a Questions and Answers (Q&A) file dated 22 September 2025 for a mold assessment contract. The solicitation covers assessment of 50 rooms, with specific sampling requirements including 1 air sample and 1 tape sample per space during both initial assessment and clearance, plus background samples. Key details include: rooms will not be occupied during assessment, sampling and testing will be completed within 30 days, and all sampling procedures must follow TDLR (Texas Department of Licensing and Regulation) standards. Re-sampling will only occur if a room fails clearance protocol testing, and the contract will only cover mold assessment, not remediation.

The Q&A addresses technical specifics such as sampling protocols, reporting requirements, and procedural expectations. The government specified that each room will be divided into quads, with 1 protocol for every space to be remediated, and clearance sampling and reports will be completed as each section is remediated. No warranty will be covered under this multiple award contract (MAC), and there are no brand name requirements for sampling equipment. The contractor will have 30 days for assessment and to present protocol measures to Civil Engineering (CE).

Questions and Answers 2 (22 September 2025)

1. If things are going to be removed form the SOW. They need to be removed BEFORE a bid is submitted. Since once a bid is submitted it is for the published SOW not a future SOW.

The Warranty section if it is “likely to be removed” then that like other areas must be removed.

A: Ok

Per the answer to question 13

13. How many minimum samples (air and surface) are expected per dorm room, or is this at the contractor’s discretion? Minimum of two (2).

2 samples per room is 100 samples. The question asked Air/tape. Does the government have a preference. Like 1 and one. Since 2 tape lift samples are far easier and tape a lot less time. However are far less accurate.

A: 1 air sample and 1 tape sample per space. Two during the assessment and 2 during the clearance.

Does the government intend on the MAC taking 2 samples plus background during the initial assessment AND the clearance?

A: See answer above.

This would allow the Government to know the levels Pre remediation and Post remediation as a comparative. This is a standard practice.

Does the government expect 50 each protocols or One protocol covering all rooms since they are all basically the same type and size.

A: All rooms are divided into quads, 1 protocol for every space to be remediated.

2. Additionally, for every report of sampling you must pull a background (control) sample. So that would be 3 per room making the total sample 150. Unless all the sampling is done in one 4 hour period.

A: All sampling procedures will follow the TDLR regulations.

3. Does the government intend on the MAC sampling the rooms as the MRC cleans them or does the government intend on all sampling occurring at one time after all rooms are cleaned?

A: All clearance sampling and reports will be completed as each section is remediated.

4. Does the Government want samples rushed or standard TAT.

A: All sampling and testing will be done within thirty (30). Standard TAT for the results to return from laboratories.

5.

Safety / IH department. This was asked originally.

A: All humidity levels and negative pressure readings must fall withing TDLR standards.

6. Originally asked, are the rooms occupied or the adjoin room occupied?

A: Rooms will not be occupied during the assessment.

7. – 7 CES Answers (004).docx”) appears to be corrupted and will need to be re-uploaded in a working format.

A: Will be reuploaded

8. The price schedule lists Re-Sampling (CLIN 0003)

A: Re-sampling will occur only if a room fails clearance protocol testing.

9. On warranty

Damage Remediation (CMDR) is a state form signed by both the remediation contractor and the assessment consultant once clearance testing passes. Guidance on how the warranty requirement should be applied under this solicitation would be appreciated.

A: Warranty will not be covered under this MAC contract.

10. remediation is included in this solicitation or planned separately would be helpful for scoping.

A: This solicitation will only cover mold assessment.

11. The SOW is asking for 50 rooms to get assessed, Initially. We need to know if they want the 2 each samples per room initially (1 air / 1 Surface) This is actually needs to include a background sample as well, 1 background sample about every 4-6 hours due to weather changes. This is an industry standard and most TDLR investigators looking at sampling notice this as well.

a. 1 air sample and 1 tape sample per space. Two during the assessment and two during the clearance.

12. The SOW calls for 50 rooms re-assessment with 2 samples (1 air / 1 surface) the same issues arise here as well with the back ground samples.

I. We would also need to know if the government wants to clear all rooms at one time or have them remediated and cleared in 5 room blocks this would help determine the travel and sampling expense involved.

II. There also needs to be a charge for re-assessment if a section of rooms fail clearance the clearance assessment would have to be repeated, not just the sampling.

a. All rooms will need at be assessed at the same time and a new contract for remediation will be drafted after protocol is received.

13. The SOW has 3 CLIN lines listed. We would suggest that the following lines be created so that the government can ensure that the best value is chosen. (example clins given).

a. No change to the clin structure shall be made.

14. If you have it cleared in 5 room blocks for instance there would be 2 samples per room (2x5=10 plus 1 background total of 11) per clearance round. At 5 rooms cleared in blocks of 5 that would be 11 samples x 10 rounds= 110 samples total) Background samples are shipping and all the functions.

a. Each blocks has 4 rooms per quad. Contractor will have 30 days for assessment and for protocol measures to be presented to CE

15. Clearance reports. If the government has the rooms cleared in 5 room blocks would they n.

a. Final report is needed after all rooms have been assessed.

16.

to have a Minnimum of 4 samples (2 air-o-cel and 2 tape lift or swab.

a. Only rooms listed in the SoW needs to be assessed.

17. I would also think that is would be a great idea to require in the SOW to use a slide tape lift Bio-Tape Slides 50/BX | Tape Mold Test | Zefon International this or equivalent. They are more accurate than just using a piece of clear tape. Also for the swabs Buy Sterile Swabs | Liquid Stuart | 50/pk | Zefon International or equivalent.

a. No Brand name requirement for equipment will be made.
