About this opportunity

The U.S. Department of Transportation's Maritime Administration (MARAD), Suisun Bay Reserve Fleet (SBRF) is procuring the fabrication of two boat landing platforms that will be suspended above water alongside ships to support accommodation ladders and facilitate docking of water taxis, work boats, and patrol boats for personnel embarkation and disembarkation. The platforms must be constructed from 316L stainless steel with TREX decking according to detailed fabrication drawings provided as government-furnished material, with the contractor responsible only for fabrication and delivery while SBRF personnel will handle installation using existing ship deck fittings and wire rope. The solicitation will be awarded on a Lowest Price Technically Acceptable basis as a firm-fixed price purchase order, with strict material requirements that prohibit alternative materials such as fiber-reinforced plastic, galvanized steel, or aluminum. The original quote submission deadline was extended to September 19, 2025 at noon PDT, with multiple amendments issued to address bidder questions and clarify technical specifications including hardware mounting requirements and material dimensions.

This procurement is designated as a 100% Small Business Set Aside under NAICS code 336611 (Ship Building and Repairing) with a size standard of 1,300 employees, and no incumbent contractors are identified in the documentation. While specific award values are not disclosed in the available pricing sheets, the contract includes a 30-day performance period beginning upon award with delivery required to the SBRF facility at 2595 Lake Herman Road in Benicia, California. The technical specifications indicate a total assembly weight of 3,700 pounds per platform, with the stainless steel fabrication portion weighing 2,333 pounds each, and the government anticipates contract award approximately two weeks after solicitation closing. Payment terms are established as Small Business Net 30, with invoices submitted upon delivery and project completion approval by the Contracting Officer's Representative, and all quotes must be submitted via email to designated government contacts while maintaining current System for Award Management registration.
