About this opportunity
The Federal Aviation Administration (FAA), on behalf of Customs and Border Protection (CBP), is conducting a market survey to assess industry capability and interest for repair, acquisition, and engineering services related to Stiletto Mast System assemblies used on the Mobile Video Surveillance System (MVSS) and MVSS-Radar platforms. The primary items requiring repair include the Stiletto Aluminum Mast (part number 711990910-PA02) and Stiletto Universal Control Box HD (part number 4453901). Qualified contractors must demonstrate experience with similar government contracts, document their years in business providing the required services, and possess relevant technical expertise in mast repair and refurbishment. The FAA has not yet determined the nature of competition, which may include full and open competition or potential set-asides for small businesses, service-disabled veteran-owned small businesses, or SBA 8(a) certified firms. Interested vendors must submit a capability statement detailing previous government contract experience, proof of business longevity, and any applicable SBA certifications by the March 25, 2026 deadline.
The procurement does not currently employ any set-aside designation, though the FAA is actively soliciting responses from eligible small business entities to determine if set-asides are warranted. The contract is anticipated to be fixed-price and will span a base year plus four option years, with estimated quantities of 34 masts and 1 control box required annually. Contractor responsibilities include providing evaluation reports within five business days of receipt, repair classifications ranging from no-fault-found determinations to Tier 6 overhauls, and turnaround times ranging from 10 business days for minor repairs to 45 business days for major repairs and overhauls. All repaired items carry a one-year warranty, with 90-day warranties on subsequent repairs, and the contractor must provide monthly Failure Reporting and Corrective Action Summary reports along with quality deficiency reporting and engineering support services as needed.
