About this opportunity
The Federal Aviation Administration seeks fabrication and delivery of ASR-9 Beacon Cable Kits to support modifications at Airport Surveillance Radar Model 9 facilities under the Radar System Replacement Program, with quotations due September 11, 2026. This procurement is set-aside for small business.
Place of performance is Oklahoma City, Oklahoma, with delivery FOB destination to the Mike Monroney Aeronautical Center. The work consists of two contract line items: one first article unit to be delivered within 90 days of receipt of order, followed by an option to purchase up to 19 production units within 180 days after first article approval. The kits replace existing beacon cables to enable compatibility with Mode Select Beacon System architecture by reconfiguring rotary joints to provide additional signal paths required for Radar System Replacement integration.
The kit comprises nine specified line items including Heliax coaxial cable, AVA5-50 connectors, lower cable assemblies, and surge arrestors, manufactured by Andrew/Amphenol and Pasternack with alternate suppliers including Tessco and Mouser. The contractor must procure and package all parts per Attachment 1 (Parts List) and furnish all labor, facilities, equipment, and materials for fabrication. The FAA will conduct visual inspection of the first article unit within 30 days of receipt to verify conformance to the parts list. Upon first article approval, the contractor becomes an approved source for production units. The Government contemplates award of a firm fixed-price contract. Quotations must be submitted electronically to raymond.a.lena@faa.gov. The contracting officer's representative is Brandon Brumley, Radar Technical and Program Support Branch. The NAICS code is 334419, Other Electronic Component Manufacturing; PSC code is 5963, Electronic Modules.

1. BACKGROUND
The Federal Aviation Administration (FAA) has identified a requirement to procure conversion kits to support modifications to the Air Traffic Control Beacon Interrogator (ATCBI-5) configuration at Airport Surveillance Radar Model 9 (ASR-9) facilities as part of the Brand-New Air Traffic Control System (BNATCS) implementation under the Radar System Replacement (RSR) Program.
The rotary joints currently installed at ASR-9/ATCBI-5 sites do not provide the number of signal paths required to support integration with the RSR architecture. To achieve compatibility, the existing rotary joints must be converted to the configuration utilized at ASR-9 sites equipped with the Mode Select Beacon System (Mode-S). This conversion requires the installation of a kit developed by AJW-1433, which replaces the existing beacon cables.
