About this opportunity

The Federal Aviation Administration (FAA), under the Department of Transportation's Franchise Acquisition Services, has published a Notice of Intent to Single Source for a contract titled "CBP MSC TacFLIR UPGRADE - MARKET SURVEY." This special notice, posted on December 2, 2025, announces the FAA's decision to award a single-source contract to Teledyne FLIR Commercial Systems, Inc. for the upgrade of thermal imaging equipment in support of Customs and Border Protection (CBP) operations. The procurement involves upgrading four standard TFUs (part number 3290004-627) to HD TFUs (part number 3290004-864) and is categorized under NAICS 811210 for Electronic and Precision Equipment Repair and Maintenance. The FAA has determined that Teledyne FLIR is the only responsible source capable of fulfilling this requirement, thereby justifying the use of single-source procurement procedures.

The primary objective of this contract is to upgrade four TacFLIR 380-HD cameras for the FAA's Mobile Surveillance Capable (MSC) system to enhance their capabilities and align them with the next-generation MSC-Lite system configuration. The upgrade includes IR sensor replacement, electro-optical camera modifications, software updates, and various technical adjustments to optimize performance. The deadline for submitting written questions regarding this announcement is December 4, 2025, by 4:00 p.m. CDT, with all inquiries directed via email to Tamara.M.Maxwell@faa.gov; phone calls are not permitted. Although this is a single-source award, the notice serves as an informational announcement rather than an open competitive solicitation, meaning industry participation is limited to the selected contractor. No security clearance is required for contract performance, and the anticipated contract will be awarded on a Firm Fixed Price basis.
