About this opportunity
The Federal Aviation Administration (FAA) Logistics Center is conducting a market survey to assess commercial product availability for a Silvus PRISM Communication Set, specifically supporting the Customs and Border Protection (CBP) Air and Marine Operations Terrestrial Upgrade Project. This pre-solicitation notice seeks detailed capability statements from potential vendors in the Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing sector (NAICS 334220). Interested firms must submit comprehensive documentation including their history of providing communication equipment, relevant past government contracts, years in business, and confirmation of ability to provide the exact specified equipment. The market survey requires vendors to outline their programmatic approach for meeting original equipment manufacturer specifications and provide a rough order of magnitude cost estimate. All electronic submissions must be received by 4:00 p.m. Central Time on June 20, 2025, and should be emailed to tamara.m.maxwell@faa.gov with a specific subject line designation.
The FAA has not yet determined the nature of competition, potentially considering full and open competition or setting aside the procurement for small businesses, service-disabled veteran-owned small businesses, or SBA 8(a) certified firms. The attached government file indicates a comprehensive equipment order including 4 Streamcast 4400 Xtreme 4X4 MIMO radios, 4 PRISM Sector Antenna Kits, various cables, mounting hardware, and associated infrastructure components. While no specific budget range is mentioned, the survey suggests quantities ranging from 1 to 21 units, with 7 units being most common for several components. Vendors are required to submit their SBA 8(a) certification letter if applicable and are explicitly warned that no substitutions or alternative equipment will be accepted. The market survey is purely informational, and the FAA will not compensate vendors for response preparation or information submitted.

This is a market survey for product availability from industry to determine viable options to address a requirement for specific equipment. Detailed specifications for the Silvus PRISM solution requirements are provided in the attached draft parts description document.
The responses to this market survey will be used for informational purposes only. This is not a Screening Information Request (SIR) or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor’s expense.
At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program.
The purpose of this market survey is to solicit statements of interest, capabilities, and rough orders of magnitude (cost estimates) from businesses interested in and capable of providing the required material per the draft part description document. Respondents to this market survey are encouraged to provide comments regarding the government’s approach to this requirement.
This market survey is also being conducted to obtain the information necessary to determine whether adequate competition exists to set-aside the potential acquisition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms.
