About this opportunity
The Federal Aviation Administration (FAA) is conducting a market survey for guy system tensioning and repair services for United States Forest Service (USFS) tower assets. The survey seeks to obtain statements of interest, capabilities, and cost estimates from businesses capable of performing minor guy system repairs, tensioning, and grounding installation across various tower locations. Interested vendors must submit a comprehensive capability statement detailing their history of similar services, previous relevant contracts, current government support activities, and years in business. Respondents are required to address the requirements in an attached draft specification document and clearly indicate whether they can provide all listed services. The market survey responses must be electronically submitted to tamara.m.maxwell@faa.gov by 4:00 p.m. Central Time on March 21, 2025, with the specific solicitation number included in the email subject line.
The FAA has not yet determined the nature of competition for this potential procurement and is exploring options for full and open competition or potential set-asides for small businesses, service-disabled veteran-owned small businesses, or 8(a) certified firms. The survey aims to assess market capabilities and determine if adequate competition exists among these designated business categories. Vendors are expected to outline their programmatic approach, including the percentage of work that might be performed by eligible small, service-disabled veteran-owned, and 8(a) certified businesses. While no specific award value is mentioned, respondents are asked to provide rough orders of magnitude for cost estimates. The project falls under the NAICS category 237130 for Power and Communication Line and Related Structures Construction, and the specific procurement is categorized under PSC code Z2BG for repair or alteration of electronic and communications facilities.
