About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 9 (VA VISN 9) has issued a Special Notice for a sole source procurement of birthing simulators and training aids from AVKIN Inc. located in Newport, Delaware. The procurement is specifically for the Women's Wellness department and will support clinical staff training with specialized medical simulation equipment. AVKIN Inc. has been identified as the exclusive vendor for this requirement due to their proprietary products and unique training modules that cannot be replicated by other vendors. The contract opportunity is classified under NAICS code 339113 with a size standard of 800 employees.

The primary objective of this Special Notice is to inform potential contractors about the VA's intent to sole source a birthing simulator procurement to AVKIN Inc. without competitive bidding, while still providing an opportunity for other vendors to demonstrate potential competitive advantages. Interested parties may submit their capabilities and interest by 12:00 p.m. CST on April 27, 2025, to Lathelma.collins@va.gov, with the understanding that any response must provide clear and convincing evidence of potential government benefits from competition. The VA reserves the right to evaluate responses and make a final determination on proceeding with the sole source procurement at its discretion. Respondents are advised that the notice does not obligate the government to award a contract and that no proprietary, classified, or sensitive information should be included in their submissions. The estimated procurement value is approximately $59,795.00, and AVKIN Inc. will provide wearable devices capable of simulating patient interactions and lightweight enough for transportation between medical facilities.
