About this file

This is a Schedule of Supplies/Services pricing template for a VA contract to provide home oxygen equipment and related respiratory services to veterans in the Downstate region. The contract spans a base period (October 1, 2026 – September 30, 2027) plus four one-year option years and one six-month option period, with pricing required for all line items across all performance periods. Offerors must submit all-inclusive unit prices and estimated total costs for each Contract Line Item Number (CLIN) and sub-CLIN; proposals omitting pricing for any CLIN will be considered incomplete and removed from consideration.

The contract requires rental of multiple categories of oxygen equipment and respiratory devices, including stationary oxygen concentrators (five sub-CLINs with quantities ranging from 2 to 732 units annually), portable oxygen concentrators with batteries and accessories, liquid oxygen systems with stationary and portable units (three sub-CLINs at 20 units monthly each), ventilators both invasive and noninvasive (three sub-CLINs totaling 28 units annually), and portable oxygen cylinders in various sizes (E, D, B, and M90). Additional CLINs cover setup and maintenance services for BiPAP ST units, heavy-duty compressors, heated/humidified high-flow oxygen systems, and mechanical insufflator-exsufflator devices, all to be provided by registered respiratory therapists. The contract also includes emergency replacement services for VA-owned equipment and 2,750 annual registered respiratory therapist practitioner visits, plus long-term travel services at a weekly rate. All equipment must meet specific technical specifications regarding sound levels, weight, flow rates, and battery life as detailed in the Performance Work Statement references.
