About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 23 is conducting market research to procure medical gases and cylinders for the Saint Cloud and Black Hills VA Healthcare System, with responses due August 14, 2026. This is a sources-sought notice only; responses do not constitute bids and will not satisfy requirements for any subsequent formal solicitation.

Respondents must be either the manufacturer or an Authorized Distributor holding a letter from the manufacturer. The applicable NAICS code is 325120 (Industrial Gas Manufacturing) with an SBA size standard of 1,200 employees. Network Contracting Office 23 is seeking to identify qualified sources across all business classifications including Service Disabled Veteran Owned Small Business, HUBZone, 8(a), small disadvantaged, woman-owned small business, and large business concerns.

The anticipated acquisition is a five-year IDIQ contract to supply compressed medical air USP, oxygen USP, carbon dioxide USP, nitrogen NF, nitrous oxide USP, helium USP, and specialty medical gas mixtures to multiple VISN 23 facilities. Performance requirements include a minimum 95% fill rate, routine delivery within specified timeframes and emergency delivery within 24 hours, FDA CGMP and USP compliance, and barcode cylinder tracking with 24/7 online inventory access to the Government. The contractor must provide a Project Manager at no additional cost and deliver Certificates of Analysis with full USP testing results for all gases. The contractor assumes responsibility for contractor-owned cylinders; government-owned cylinders remain government property. Transportation, delivery, and hazmat charges are included in gas pricing. Deliveries must accommodate locations within 60 miles of the fill station at current terms; alternative pricing may be proposed for greater distances.

Interested vendors should submit statements of interest and capability documentation to Emanuel Nevarez, Contract Officer, at Emanuel.nevarez@va.gov. If a viable acquisition strategy emerges, the Government anticipates posting a subsequent RFQ to GSA eBuy, limiting responses to firms holding applicable GSA Schedules.
