About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 8 (VISN 8) is conducting market research to identify vendors capable of supplying a comprehensive whole blood glucose monitoring system, including glucose meters, test strips, quality control solutions, calibrators, linearity reagents, carrying cases, docking stations, and data management software. Key requirements include barcode scanning capability with manual entry backup, ergonomic single-handed meter design, memory storage for at least 1,000 results, sample requirements of 10 microliters or smaller with results within five seconds, and compatibility with both UniPoc and RALS database systems. The Government intends to conduct market research to identify qualified vendors and may pursue a sole source award if adequate competition cannot be established; responses submitted are for planning purposes only and do not constitute an offer or obligation. The deadline for vendor responses to this Sources Sought notice is April 16, 2026, at 3:00 PM Eastern Time, with inquiries directed to Contracting Officer Paul Jarrett at paul.jarrett@va.gov or 813-436-6517.

This procurement carries no set-aside designation, and no incumbent contractor is identified in the available documentation. The anticipated period of performance extends from July 1, 2026, through June 30, 2031, comprising a base term plus four annual renewal options for a total contract value not specified in the Sources Sought materials. Estimated annual quantities include 1,058 inpatient meters, 2,018,775 glucose test strips, 465 bilevel controls, 60 linearity kits, and 748 docking stations, with test strip consumption ranging from 135,600 to 550,000 strips annually per delivery location. The Government seeks to identify qualified businesses across multiple socioeconomic categories, including large businesses, Service-Disabled Veteran-Owned Small Businesses, Women-Owned Small Businesses, HUBZone 8(a) concerns, and small disadvantaged businesses. Contractors must provide 24/7 customer support, on-site operator training and validation studies, standard 5-7 business day delivery with FOB destination shipping, emergency 24-hour phone support, and all FDA-approved updates and upgrades at no additional cost.
