About this opportunity

The Department of Veterans Affairs (VA) Network Contracting Office 6 has issued a Special Notice announcing its intent to award a sole-source, firm-fixed-price contract to the Binding Site for Turbidimetric Immunodiagnostic Instrument rental and testing menu service at the Richmond VAMC in Virginia. The VA has determined that the Binding Site is the Original Equipment Manufacturer (OEM) and sole provider of the currently installed equipment and services at the facility. Market research suggests that alternative suppliers would result in unrecoverable duplicate costs and potential disruptions to patient care. The contract is specifically for laboratory equipment and supplies, falling under NAICS code 325413 for In-Vitro Diagnostic Substance Manufacturing. The opportunity is not a competitive solicitation but allows for potential vendor input.

The primary objective of this Special Notice is to inform the market of the VA's intent to proceed with a direct contract with the Binding Site while providing an opportunity for other potentially qualifying vendors to demonstrate their capabilities. Interested businesses may submit a capabilities statement by December 30, 2024, at 9:00 AM EDT to Cherisse.Hall@va.gov and Jonathan.Lamb@va.gov. Vendors must provide comprehensive documentation including company name, address, point of contact, phone number, SAM Unique Entity ID (UEI), and manufacturer authorization documentation such as authorized dealer, distributor, or reseller letters. While responses will be reviewed, the VA retains full discretion in determining whether to compete the proposed acquisition. The VA emphasizes that this notice is not a request for competitive quotes and telephone inquiries will not be accepted, underlining the specific and targeted nature of this procurement opportunity.

The Department of Veterans Affairs, Network Contracting Office (NCO) 6 intends to award a

sole source, firm fixed price contract to the Binding Site for continuation of services for the Turbidimetric Immunodiagnostic Instrument rental and testing menu service for the Richmond VAMC located at 1201 Broad Rock Blvd., Richmond, VA 23249. It is the Government s belief that the proposed candidate is the Original Equipment Manufacturer (OEM) and sole provider of the Immunodiagnostic Instrument rental and testing menu service that is currently in place at the facility. Using any other supplier would result in duplicated costs that would not be recovered through competition.

This notice of intent is not a request for competitive quotes. Market research has determined that these items can only be obtained from a single source without an unacceptable duplication of cost or delay in the continuity of patient care. No solicitation documents are available and telephone requests will not be accepted.

However, any business that believes it can provide the Immunodiagnostic Instrument rental and testing menu service may give written notice to Cherisse.Hall@va.gov and Jonathan.Lamb@va.gov by 09:00am EDT on December 30, 2024. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Interested and capable respondents are requested to provide the information below.

All responses to this notice shall include: company name, address, point of contact, phone number, System for Award (SAMs) Unique Entity Id Number (UEI), manufacturer authorization letter, authorized dealer, authorized distributor, or authorized reseller documentation.

Responses will be considered by the Government; however, a determination by the Government

not to compete the proposed acquisition based upon responses of this notice is solely within the
