While this is not a request for competitive proposals, the Government's market research, conducted using NAICS code 334516 (Analytical Laboratory Instrument Manufacturing), determined that SPOT Imaging is the sole source capable of providing the specialized hands-free imaging system with features including 20 MP image capture, 1080p HD video, 8x optical zoom with 4x digital zoom, auto-calibration, and one-click telepathology connectivity required for the VA's laboratory grossing workstations. No alternative vendors or competing sources were identified during the comprehensive market research phase. Contractors demonstrating capability and competitive advantage may submit unsolicited responses, though award to SPOT Imaging remains the Government's stated intent absent compelling evidence to reconsider.

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(1) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract pursuant to 10 U.S.C 2304 (C)(1), as implemented by FAR 6.302-1(a)(2), only one responsible source and no other supplies or services will satisfy agency requirements, full and open competition need not be provided for.
The Department of Veterans Affairs Medical Center at West Roxbury, 1400 VFW Parkway, West Roxbury, MA, requires two (2) SPOT Imaging Pathstations Integrated Macro Imaging Systems for Grossing Workstations.
The Government intends to award a firm-fixed-price sole source contract to SPOT Imaging, a division of Diagnostic Instruments, Inc.
A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive proposals. This is a written notice to inform the public of the Government's intent to award on a sole source basis.
