About this opportunity
The Department of Veterans Affairs (VA) Veterans Health Administration, specifically Veterans Integrated Service Network 15, is conducting market research for procuring a freezing point osmometer and installation at the Kansas City VA Medical Center. The pre-solicitation notice seeks potential qualified contractors with technical capabilities to provide a tabletop analyzer meeting specific scientific testing requirements, including 0.20-0.25mL sample volume and testing ranges for serum, plasma, and urine specimens. Interested vendors must submit a comprehensive response by February 6, 2025, at 1:00 PM CST, including company details, SAM UEI number, CAGE code, tax ID, small business classification, and a detailed capability statement. The VA requires respondents to demonstrate expertise in providing laboratory equipment, with a focus on documentation of technical capabilities and potential service delivery. Evaluation will emphasize vendor qualifications, technical competence, and ability to meet precise equipment specifications within the Analytical Laboratory Instrument Manufacturing sector.
The procurement is initially anticipated as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS code 334516, with a small business size standard of 1,000 employees. If insufficient SDVOSB responses are received, the VA may consider alternate set-aside strategies or full and open competition. While no specific contract value was disclosed, the opportunity requires vendors to be registered in the System for Award Management (SAM) and, if applicable, the SBA VetCert program. The equipment must meet strict technical parameters, including dimensions not exceeding 15"w x 20"h x 30"d, weighing under 35 lbs, and operating on 100-130 VAC power. The installation will occur at the Kansas City VA Medical Center located at 4801 E Linwood Blvd, with the contracting office based in Leavenworth, Kansas. Potential contractors should note that this sources sought notice is for planning purposes and does not constitute a formal solicitation or guarantee of contract award.
