About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 23, intends to award a sole source contract to Becton, Dickinson & Company for Flow Cytometry Reagents to the Minneapolis VA Health Care System, with interested parties able to submit capabilities statements by August 20, 2026 at 16:30 CT. The contract is anticipated as a five-year Indefinite Delivery agreement (base period October 1, 2026 through September 30, 2027, plus four one-year renewal periods through September 30, 2031) under FAR 6.103-1 and FAR 12.102(a), justified on the ground that only one responsible source can satisfy agency requirements.
The Minneapolis VA Health Care System's Special Hematology Laboratory requires BD-branded flow cytometry reagents exclusively compatible with its owned BD FACSCanto, BD FACSLyric flow cytometers, and BD FACS Lyse Wash Assistants. Required items include antibody-fluorochrome combinations (FITC, PE, PerCP-Cy5.5, PE-Cy7, APC, APC-R700, APC-H7, APC-Cy7, BV421, BV605, V450 variants), control reagents, calibration beads, sheath fluid, lysing solution, and filter elements. BD has confirmed it is the sole manufacturer and distributor of these specific reagents with no authorized distributors available. Capabilities statements must provide clear and unambiguous evidence of capability and must be submitted electronically to Contracting Officer Traci Johannes at traci.johannes@va.gov; verbal and fax responses will not be accepted. If no viable responses are received by August 20, 2026, the VA will negotiate solely with Becton, Dickinson & Company.
