About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 17 seeks laboratory refrigerators and freezers for the VA North Texas Healthcare System, with quotations due June 18, 2026, at 3:00 p.m. EDT. This is an unrestricted commercial items procurement with no set-aside.
Place of performance spans three locations: VA North Texas Healthcare System Laboratory in Dallas (4500 S. Lancaster Road), Fort Worth Outpatient Clinic Lab (2201 SE Loop 820), and Sam Rayburn Memorial Veterans Center Lab in Bonham (1201 E 9th Street). All items must be new OEM products with stainless steel construction and electrical specifications of 115V, 60Hz. Delivery is required within 90 days after receipt of order to all three locations.
The procurement includes eight line items totaling 20 units: two 3-door 72 cubic-foot refrigerators, twelve 2-door 51.1 cubic-foot refrigerators, three 1-door 12 cubic-foot refrigerators, two ultralow freezers (-40 to -86°C), and one manual defrost freezer (-25 to -15°C). The NAICS code is 333415, Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing, with a 1,250-employee size standard. Evaluation follows a Lowest Price Technically Acceptable approach, weighting technical acceptability, past performance, and price. Technical acceptability requires equipment to meet salient characteristics specifications, vendor confirmation of delivery capability to all three locations, and estimated delivery timelines. Vendors must submit pricing for all line items, product literature or direct comparison demonstrating how items meet government needs, a manufacturer authorization letter if applicable, completed small business representations, and Buy American certificates. All submissions must not exceed 25 megabytes and be submitted via email to Senior Contract Specialist Delphia Schoenfeld (delphia.schoenfeld@va.gov). Amendment 0001, posted June 2, clarified that white glove or dock-to-dock delivery are preferred and confirmed the solicitation as unrestricted following vendor questions during the Q&A period, which closed June 2 at 10:00 a.m. EDT.
