About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 8 intends to sole-source an Indefinite Delivery, Indefinite Quantity contract to bioMerieux for a fully integrated, automated Microbiology Identification and Antimicrobial Susceptibility Testing system, with response to the intent due August 19, 2026 at 3:00 PM Eastern Time.
Place of performance is Bay Pines VA Healthcare System in Bay Pines, Florida, supporting also Lee County VA Clinic. The contract period runs five years (October 1, 2026 through September 30, 2031). The Government will procure contractor-owned instrumentation (the bioMerieux VITEK 2 XL system), software, reagents, consumables, maintenance, repairs, preventive maintenance, technical support, upgrades, training, and installation. The required instrument must operate on the MYLA middleware platform for compatibility with the Government-owned bioMerieux BACT/ALERT VIRTUO blood culture incubation system already deployed at the facility.
The Government estimates annual workload at approximately 1,000 bacterial identification tests, 200 yeast identification tests, and 10,000 Gram-positive and Gram-negative antimicrobial susceptibility tests. Sole-source justification cites that replacement of the existing bioMerieux platform would require replacement or extensive reconfiguration of the MYLA middleware environment, development of new instrument interfaces, modification of laboratory workflows, comprehensive validation studies, and retraining of personnel. An initial GSA Federal Supply Schedule RFQ was cancelled after bioMerieux indicated the estimated annual quantity did not meet its GSA Schedule minimum order threshold.
Interested parties may submit evidence of capability by August 19, 2026. Contracting Officer Moneque Rodriguez may be reached at moneque.rodriguez@va.gov. All responsible sources may submit quotations, bids, or proposals; responses will be evaluated solely to determine whether a competitive procurement should replace the sole-source approach.
Notice text
This Notice of Intent is provided to advise that the Government intends to solicit and negotiate a single-award Indefinite Delivery, Indefinite Quantity (IDIQ) Cost Per Test (CPT) contract for a fully integrated, automated Microbiology Identification (ID) and Antimicrobial Susceptibility Testing (AST) system with only one source, bioMérieux for a period of five (5) years. The IDIQ contract will provide contractor-owned instrumentation, software, reagents, consumables, maintenance, repairs, technical support, upgrades, training, and all other supplies and services necessary to perform microbiology identification and antimicrobial susceptibility testing in accordance with the Statement of Work. Individual task orders will be issued to meet the Government's actual requirements during the ordering period.
This action is for a supply/service for which the Government intends to solicit and negotiate with only one source under the authority of Revolutionary FAR Overhaul 12.102 (b) and 41 USC §1901, only one will meet the Government s needs. Only one source is capable of responding due to the unique or specialized nature of the supplies and/or services. It is the Government s belief that the proposed candidate is the only authorized provider of the analyzer that can meet the agency s needs. Interested persons may identify their interest and capability to respond to the requirement. See attached justification. All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency.
This notice of intent is not a request for competitive quotations. Any responses received will only be considered for the purposes of determining whether to conduct a competitive procurement in lieu of sole source contract described in this notice, and such determination shall be made at the sole discretion of the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. If no responses are received, the government will proceed with the Sole Source acquisition. Any response should be emailed to Moneque Rodriguez at moneque.rodriguez@va.gov by 15:00PM Eastern Standard Time on August 19, 2026.
