About this opportunity

The John D. Dingell Department of Veterans Affairs Medical Center, operating under Veterans Integrated Service Network 10, has published a Special Notice announcing its intent to sole source a firm fixed price contract for Calibration Verification Linearity Evaluation Services. The notice, posted on March 25, 2026, identifies the College Of American Pathologists (CAP) as the intended award recipient under FAR 13.106-1(b)(2), which permits non-competitive awards when only one responsible source exists. This solicitation falls under NAICS code 541380 (Testing Laboratories and Services) with a small business size standard of $19.0 million. The contracting office is the Department of Veterans Affairs Network Contracting Office 10 in Kettering, Ohio, with Contracting Officer Cierra S. Joshua serving as the primary point of contact. A sources sought notice was previously posted to solicit input from the contracting community, though the government has determined that award should proceed solely to CAP.

The primary objective of this contract is to ensure that all VHA medical laboratories and ancillary testing sites within the Detroit Healthcare System comply with VHA Handbook 1106.01 proficiency testing requirements through the provision of CLIA '88 approved proficiency testing services. Interested parties who believe they qualify as a responsible source for these services must submit a response by March 27, 2026, at 3:00 PM Eastern Time to the contracting office in Kettering, Ohio. While this notice documents an intent to sole source, the government maintains discretion over the final determination not to compete, meaning alternative sources may submit objections or documentation of their capability. The contract will support operations at the Detroit Healthcare System's location at 4646 John R Street, Detroit, Michigan, and the notice will remain archived for 99 days following the response deadline. No set-aside provisions apply to this opportunity, and the government has emphasized that the determination to proceed with a sole-source award reflects its judgment that CAP uniquely possesses the necessary qualifications and certifications.
