About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 4, is conducting market research through a Sources Sought notice for heparin platelet testing services at the VA Pittsburgh Healthcare System. The VA seeks qualified vendors capable of performing reference testing services for platelet function testing to support coagulation testing operations. Key contract requirements include CLIA, CAP, or Joint Commission accreditation; a 24-hour turnaround time for test results; compliance with HIPAA and patient privacy regulations; and location within 10 miles of VA Pittsburgh to serve critically ill patients. The VA strongly prefers Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB), though all capable contractors are encouraged to respond. Responses must be submitted by 12:00 PM EST on November 25, 2025, to yazmin.alvarez@va.gov and must include a capability statement addressing six specified questions, proof of socio-economic status, and evidence of active SAM.gov registration.

This Sources Sought notice contains no competitive set-aside designation; however, SDVOSB and VOSB firms are given preference consideration. The estimated requirement is 39 tests over a 12-month period, representing a modest volume of testing services. The contemplated contract structure consists of a base year running from January 1, 2026, through December 31, 2026, with four additional option years, establishing a potential five-year relationship with the selected vendor. The VA assumes no responsibility for any costs incurred by respondents in preparing their responses. While specific dollar values are not disclosed in the Sources Sought notice, the low test volume suggests a relatively modest contract value. This market research effort will inform the VA's development of the final requirement and acquisition strategy, including determination of any appropriate socio-economic set-asides or competitive approach.
