About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 8, specifically the Caribbean VA Healthcare System and Orlando VA Healthcare System, is seeking to procure Thyroid Cancer Molecular Test services for thyroid fine-needle aspiration specimens with indeterminate cytology. The testing must be performed in a CLIA-certified and CAP-accredited molecular laboratory and must detect point mutations, gene fusions, copy number variations, and other genomic signatures relevant to malignancy risk using next-generation sequencing technology, with comprehensive reporting of genetic variants, clinical interpretation, and treatment implications. The contract requires offerors to be Service-Disabled Veteran Owned Small Businesses (SVOSB) verified through the U.S. Small Business Administration and registered in the System for Award Management (SAM), and bidders must comply with HIPAA regulations, VA cybersecurity requirements, and information security protocols outlined in VA Handbook 6500.6. The government will evaluate quotations using a comparative evaluation process that considers factors beyond lowest price. The original solicitation had a question submission deadline of January 12, 2026, and a proposal deadline of January 22, 2026, at 4:00 PM EST; however, Amendment 0002 issued on February 5, 2026, closed the RFQ due to inability to make an award at the original deadline, with the government planning to reissue the solicitation at a later date.
This procurement is exclusively designated as a Service-Disabled Veteran Owned Small Business (SVOSB) set-away with no incumbent contractor identified. The contract structure includes a base period from February 1, 2026, to January 31, 2027, followed by four optional one-year periods through January 31, 2031. Estimated quantities are approximately 80 tests for the San Juan facility and 40-50 tests for Orlando in the base year, with similar volumes expected across option years, and pricing will be on a cost-per-test basis. The NAICS code is 621511 (Medical Laboratories) with a small business size standard of $41.5 million, and the FSC/PSC is 6640 (Laboratory Equipment and Supplies). Places of performance are located in San Juan, Puerto Rico, and Orlando, Florida, with testing results required within 10-14 business days from specimen receipt.
