About this opportunity
The Department of Veterans Affairs (VA), specifically the Veterans Health Administration Network Contracting Office 17, has issued a Special Notice of Intent to Award a Sole Source Procurement to Polymedco LLC for an OC-Sensor Diana Analyzer system. The procurement is for a comprehensive medical equipment package that includes a SimMan Essential Light manikin, various accessories, a laptop, mobile router, installation services, and training components. The delivery location will be the El Paso Veterans Health Care System located at 5001 N. Piedras Street in El Paso, Texas. The VA has determined that Polymedco LLC is the only vendor capable of providing a direct replacement for their current analyzer instrumentation with the required linearity supplies. The procurement will be executed through an open market pricing agreement with a firm-fixed price contract.
The purpose of this Special Notice is to provide transparency around the sole source procurement and allow for potential alternative vendors to demonstrate comparable capabilities. Contractors have a 5-day window from the notice's publication date (January 8, 2025) to submit capability statements, proposals, or quotations that will be evaluated for potential comparison to Polymedco's offering. While this is not a formal solicitation for quotes, the VA will consider any submitted materials to determine if a more advantageous source exists. The statutory authority for this non-competitive procurement is 41 U.S.C. 3304(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, which permits sole source procurement when only one responsible source can satisfy agency requirements. If no affirmative written responses are received within the 5-day period, the contract will be issued to Polymedco LLC without further notice. The total procurement encompasses multiple items including medical simulation equipment, installation services, and training components.
