About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 15 (VISN 15) has issued a Request for Information/Sources Sought notice for a Chemiluminescence Analyzer to support TB-Gold (Quantiferon) Laboratory Testing at Columbia and Kansas City VA Medical Centers. The procurement seeks a Cost Per Test (CPT) contract for a fully automated, FDA-approved random-access analyzer capable of performing tuberculosis testing with specific technical requirements including an open system, bar code reader, compatibility with multiple specimen types, and ability to interface with VistA via Data Innovations Instrument Manager. Contractors must provide all reagents, supplies, maintenance, and training services, with equipment installation and validation required by January 2, 2026. The procurement targets small businesses under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 1,000 employees, and contractors must comply with all NRC, USP, state, local and TJC guidelines. Interested parties must submit their responses by September 17, 2025, at 1:00 PM Central Time, including company information, size status, and technical capabilities.

This opportunity does not utilize any set-aside designation, though it specifically encourages participation from Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB) with applicable VAAR subcontracting limitations. No current contractors or incumbents are identified in the documentation. The contract structure includes a base year with four optional years, spanning from January 2, 2026, through December 31, 2031, for a total potential performance period of six years. The procurement covers equipment rental, service, reagents, and consumables for a LIAISON XL ANALYZER at two VAMC locations, with detailed inventory requirements including specific reagent kits and control sets for various medical tests such as Calprotectin, H. Pylori, HSV, Rubella, and Lyme disease testing. While no specific dollar values are disclosed in this sources sought notice, the comprehensive multi-year service arrangement with specialized laboratory equipment and extensive reagent requirements suggests a substantial contract value.
