About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 2 is seeking to procure an Optima XPN 100 IVD Ultracentrifuge manufactured by Beckman Coulter, specifically including a SW55Ti swinging bucket rotor, for the VA Western New York Healthcare System's research facility in Buffalo. The solicitation requires vendors to provide new original equipment manufacturer items only, with no used, refurbished, or gray market equipment accepted, and vendors must be authorized dealers verified by OEM documentation. All quoters must be registered with SAM.gov and include their UEI numbers, specify the country of manufacture and brand being quoted, and provide comprehensive technical documentation for evaluation. The government will evaluate quotations based on technical specifications, price, delivery schedule, and past performance using a comparative evaluation process outlined in FAR 13.106-2(b)(3). Responses must be submitted via email to latriece.bruce@va.gov by Tuesday, August 19, 2025, at 12:00 PM Eastern Standard Time, with telephone inquiries not accepted.

This procurement does not utilize any set-aside designation and is unrestricted to all eligible vendors. The solicitation does not identify any incumbent contractors or specific award values, though it indicates the VA intends to award a firm fixed price contract to the quoter providing the most advantageous offer to the government. The technical specifications require a high-precision ultracentrifuge with specific features including a 15-inch LCD display, speed control within 2 RPM accuracy, temperature control of 0.5°C, and advanced software capabilities. The contract includes white glove delivery, installation, and operational qualification services to be performed at the research facility in Buffalo, New York. The anticipated contract award date is listed as August 14, 2025, creating an extremely tight timeline between the solicitation posting and expected award decision.
