About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 8, is seeking automated allergy and autoimmune disease testing laboratory equipment, reagents, supplies, cartridges, calibrators, controls, and consumables for two Florida facilities: James A. Haley Veterans Hospital in Tampa and C.W. Bill Young VA Medical Center in Bay Pines. This Sources Sought notice is designed to identify qualified vendors across multiple business categories including large businesses, service-disabled veteran-owned small businesses, HUBZone, 8(a), women-owned, and small disadvantaged businesses under NAICS code 334516. The contractor must provide equipment meeting all minimum physical, functional, and performance specifications outlined in the draft Statement of Work, including a Thermo Fisher Scientific Phadia 250 Analyzer and an AESKU.GROUP Helios HTC System with full installation, maintenance, technical support, and remote monitoring capabilities. Responses will be evaluated based on vendor capability and availability to support the specified requirements on a cost-per-test basis. The deadline for submitting responses is November 4, 2025, at 3:00 PM Eastern Time, with responses used for market research and planning purposes to determine if sufficient competition exists or if a sole source award is warranted.
This procurement includes no set-aside designation at this time, though the government is conducting market research to determine potential socioeconomic set-aside eligibility. No incumbent contractor or previous award value is specified in the notice. The anticipated performance period extends from January 1, 2026, through December 31, 2030, comprising a base contract plus four annual options totaling five years of service. The contractor must support a comprehensive test menu of 95 allergy tests and 29 autoimmune disease tests with no specified minimum monthly or annual purchase requirements, though tiered volume-based pricing will apply. The government indicates it may pursue a sole source award if this market research effort fails to identify sufficient qualified vendors capable of meeting the technical specifications and service delivery requirements across both VA facilities.
