About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 8 has issued a Special Notice regarding a sole source contract opportunity for chemistry laboratory instruments. The VA's West Palm Beach Contracting Office intends to award a firm fixed price contract to Abbot Labs, Inc. for the emergency procurement of a six-month Cost Per Reportable Results (CPRR) Chemistry/Immunochemistry Instruments with Automation and Middleware. This procurement is being conducted under solicitation number 36C24825Q1216 and falls under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) and PSC code 6630 (Chemical Analysis Instruments). The contract action is authorized under FAR 6.302-1(ii)(B) using other-than-competitive procedures. The notice serves as formal notification to industry of the VA's intent to proceed with this sole source acquisition.

The primary purpose of this Special Notice is to inform the contracting community of the VA's emergency procurement needs and upcoming competitive opportunity. The sole source contract with Abbot Labs is scheduled to begin on October 1, 2025, and represents a six-month bridge extension for archival purposes only. The response deadline for this current solicitation was September 20, 2025, at 2:00 PM Eastern Time, with the Contracting Officer David Henry serving as the point of contact. This emergency procurement is temporary in nature, as the VA plans to issue a competitive Request for Quote (RFQ) for a base contract plus four option years at a later date to be determined in fiscal year 2026. The competitive procurement will provide broader opportunities for qualified contractors in the analytical laboratory instrument manufacturing sector to participate in providing chemistry and immunochemistry testing capabilities to the VA healthcare system.
