About this opportunity

The 23d Contracting Squadron at Moody Air Force Base, Georgia, is conducting a sources-sought market research for the purchase of twenty Raider 65 HP Multi-Fuel Outboard Motors with a response deadline of July 9, 2026; this is not a solicitation and no contract will be awarded from this notice. The requirement carries a total small business set-aside. The motors are tactical propulsion systems for Wing P4.7 inflatable craft supporting amphibious, littoral, and riverine operations, classified under NAICS 333618 (Marine Engines Manufacturing, 1,500-employee small business threshold) and PSC 2815. Engines must deliver 65 horsepower at the propeller shaft and operate reliably on multiple fuels — JP-5, JP-8, Jet-A, F24, Diesel, and unleaded gasoline — without manual modifications. Full submersibility with post-submersion de-watering and restart capability within five minutes is required. Each motor must feature a 2-stroke inline 3-cylinder configuration, manual recoil start with optional electric start, 20-inch shaft compatible with military CRRC transoms, maximum dry weight of 178 pounds, heavy-duty stainless steel or composite 3-blade tactical propeller, and air deployability from fixed and rotary wing aircraft. Deliverables include a 6-gallon tactical fuel bladder or rigid tank, submersion/de-watering tool kit, and operator and maintenance manuals in digital and hard copy. All units require factory run-test prior to shipping and must qualify for national security and military EPA exemptions. Interested firms must submit a capabilities statement with company information, CAGE code, and SAM UEI; partial support responses will not be accepted.
