About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 21, issued this sole source justification on January 27, 2026, for the procurement of HemoSonics Quantra point-of-care hemostasis analyzer supplies and services for the San Francisco VA Health Care System's Laboratory Medicine Service and Anesthesia Department. The contract covers proprietary supplies including QPlus and QStat test cartridges, quality controls, and cleaning cartridges, along with maintenance and support services that only Hemosonics-authorized personnel are trained and certified to provide. Hemosonics, LLC, a small business based in Durham, North Carolina, was awarded as the sole source vendor due to the exclusive and proprietary nature of the supplies and equipment, with a Sources Sought Notice posted on November 21, 2025, yielding no alternative vendor responses. The contract is structured as a firm-fixed-price award with a total estimated value of $411,500.00 over five years, consisting of a one-year base period of $82,300.00 (April 1, 2026 through March 31, 2027) plus four one-year option periods at $82,300.00 annually through March 31, 2031. Market research identified no other vendors capable of providing the required proprietary supplies and services, supporting the sole source justification under simplified acquisition procedures.
