About this file

This is a Sole Source Justification document for a federal contract opportunity under FAR 13.5 Simplified Procedures for Certain Commercial Items. The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 21, is procuring supplies and services for a Point-of-Care hemostasis analyzer (Quantra system) on behalf of San Francisco VA Health Care System's Laboratory Medicine Service and Anesthesia Department. The required supplies include QPlus test cartridges, QPlus quality controls (1&2), cleaning cartridges (KT-0012), QStat test cartridges, and QStat quality controls (1&2). The contract will be awarded to Hemosonics, LLC, a small business located in Durham, North Carolina, as the Original Equipment Manufacturer and sole source capable of providing these proprietary supplies and services.

The estimated total contract value is $411,500.00 over five years, structured as a one-year base period of $82,300.00 (04/01/2026–03/31/2027) plus four one-year option periods at $82,300.00 annually through 03/31/2031. The justification cites that Hemosonics, LLC is the exclusive vendor capable of meeting the requirement due to the proprietary nature of the supplies and services, and that only HemoSonics-authorized personnel are trained and certified to perform maintenance on the equipment. A Sources Sought Notice was posted on 11/21/2025 and closed on 11/28/2025 with no vendor responses received. Market research using the SBA Small Business Search database identified two certified Service-Disabled Veteran-Owned Small Businesses and nine additional small businesses, but none can provide the required proprietary supplies and services. The Non-Manufacturer Rule does not apply as Hemosonics is the OEM, and cartridges are manufactured in Raleigh, North Carolina. The contract will be firm-fixed-price and subject to FAR clause 52.217-8 to ensure no service interruption to Veterans.
