About this opportunity

The Department of Veterans Affairs (VA), specifically the Veterans Integrated Service Network 10 (VISN 10) at the Chillicothe VA Medical Center, has issued a Special Notice announcing its intent to negotiate a sole source contract for an Immunochemical Fecal Occult Testing (iFOBT) analyzer and reagents. The procurement is targeted for the Pathology and Laboratory Service and will be executed under Simplified Acquisition Procedures using FAR Part 6.302-1 authority for brand name requirements. The sole source vendor is Polymedco Cancer Diagnostics Products LLC, located in Cortland Manor, NY. The contract will cover a base period with four additional option years, focusing on providing specialized laboratory equipment for colorectal cancer screening. The associated NAICS code for this procurement is 334516, which corresponds to Analytical Laboratory Instrument Manufacturing.

The primary objective of this Special Notice is to acquire a comprehensive set of laboratory equipment, including one OC Auto-Sensor iO FOBT Analyzer, 1,000 cost-per-test units, customized personal mailers, sampling bottles, and thermal paper. The VA believes Polymedco is the only vendor capable of meeting their specific requirements, and market research confirmed no alternative providers exist. Contractors seeking to challenge this sole source determination must submit clear and convincing evidence that competition would be advantageous to the government by 4:00 pm EST on March 19, 2025. The communication should be directed to the point of contact, Lonnelle Jones, via email at lonnelle.jones@va.gov. The anticipated contract will be a firm fixed-price arrangement, with the government intending to solicit and negotiate exclusively with Polymedco. Importantly, this notice is not a competitive solicitation or request for offers, and no solicitation package is available for review.
