About this opportunity

The Department of Veterans Affairs Network Contracting Office 16 has published a Notice of Intent to Sole Source for T-SPOT Tuberculosis testing equipment and services for the Southeast Louisiana Veterans Health Care System. The agency intends to award a sole-source contract to EUROIMMUN Inc. under the authority of 41 U.S.C 253(c)(1) for the period October 1, 2025 through September 30, 2026. The contract covers the provision of an Auto-Pure 20B instrument along with all necessary reagents, supplies, maintenance, and accessories required for T-SPOT testing using Peripheral Blood Mononuclear Cells isolation. This procurement falls under NAICS code 325413 for In-Vitro Diagnostic Substance Manufacturing and will be structured as a firm-fixed-price service contract. The contract includes an option to extend the term under Clause 52.217-9.

The purpose of this sole-source procurement is to secure the only FDA-approved test that provides Peripheral Blood Mononuclear Cells isolation specifically for immunocompromised patients requiring tuberculosis testing. Market research confirmed that EUROIMMUN is the sole source for this specialized testing capability, with no authorized resellers or alternative GSA contract options meeting the laboratory's specific requirements. Interested parties may submit capabilities statements by September 26, 2025 at 1:00 PM CST to christopher.rossi2@va.gov, referencing solicitation number 36C25625Q1502. Contractors must be registered in the System for Award Management (SAM) to be eligible for consideration. The government reserves the discretion to proceed with the sole-source award or negotiate with alternative providers if viable responses demonstrate equivalent capabilities, though the specialized nature of the T-SPOT testing requirements makes this unlikely.
