About this file
This document is a Justification for Single Source Award for the Department of Veterans Affairs. The procurement is for the Auto-Pure 20B instrument, reagents, supplies, and maintenance service from Euroimmun for the Southeast Louisiana Veterans Health Care System's Pathology and Laboratory Medicine Service. The contract covers one base year from 10/1/25-9/30/26, focusing specifically on the T-SPOT Tuberculosis (TB) test, which is the only FDA-Approved test providing Peripheral Blood Mononuclear Cells isolation for immunocompromised patients.
Market research confirmed Euroimmun as the sole source, with no authorized resellers and no alternative GSA contract options meeting the laboratory's specific requirements. The contract was determined to be in the government's best interest after investigating alternative vendors like Quest Diagnostics, who do not offer the same specialized testing capabilities. The document includes a brief history of the proprietary test, noting its origins with Oxford Immunotec, subsequent acquisition by PerkinElmer, and current ownership by Revvity Inc. The Contracting Officer, Luke Miles, certified the justification in accordance with federal acquisition regulations.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The T-SPOT Tuberculosis (TB) test is the only FDA-Approved test that provides Peripheral Blood Mononuclear Cells (PBMC) isolation, which has utility in immunocompromised patients, and provides enumeration of gamma interferon-producing T-cells.The T-SPOT TB test and its automation are proprietary to Revvity and available only through direct procurement from Euroimmun Inc and no other authorized resellers of this product exist. Note that Euroimmun is a subsidiary brand of Revvity Inc and the sole source memorandum displays both company letterhead.
4. Description of market research conducted and results or statement why it was not conducted: The Contract Specialist contacted the Euroimmun Inc (a small business) representative to ensure their quote (supplied in the procurement package) was accurate and up to date. They informed the Contract Specialist that there are no authorized resellers of their products and there were no FSS or GSA contract that cover the T-SPOT TB test product line. A review of tuberculosis testing in GSA showed Quest Diagnostics offers a T-SPOT testing product on GSA schedule V797D70090, however the program office stated that the Quest Diagnostics does not offer the type of test the laboratory is requesting, which is specifically for immunocompromised patients.
A brief history of this proprietary test is as follows. The Euroimmun T-SPOT.TB test is an interferon-gamma release assay (IGRA) used to detect latent tuberculosis
