About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 1 (VISN 1) issued a Notice of Intent to Sole Source on April 10, 2026, for a five-year Blanket Purchase Agreement (BPA) to procure BioMerieux BioFire FilmArray test panels and reagents. The requirement is being pursued under the authority of FAR 6.302.1-1, which permits sole-source procurement when only one responsible source can satisfy agency requirements. This notice is not a formal solicitation but rather a market research announcement designed to identify whether other qualified sources exist before the government proceeds with the intended sole-source award to BioMerieux, Inc. VISN 1's Pathology and Laboratory Medicine Service requires diagnostic testing equipment, supplies, reagents, network connectivity, service, maintenance, and parts for the BioFire FilmArray Torch System. The contracting office is located in White River Junction, Vermont, with Sarah Ballentine serving as the primary point of contact.

The BPA period of performance extends from August 18, 2026, through August 17, 2031, and will support multiple VA facilities across Connecticut, Massachusetts, New Hampshire, Rhode Island, Maine, and Vermont. Interested sources must submit detailed documentation demonstrating their qualification to provide the specified BioMerieux products by May 8, 2026, at 4:30 PM Eastern Time to Sarah.Ballentine@va.gov. Any responsible source that believes it can meet the agency's requirements is eligible to respond; the government will evaluate submissions solely to determine whether competitive procurement is warranted, though final determination rests entirely with the government. Deliveries must be made to requesting laboratories at contractor expense with FOB destination pricing and two-day shipping, with reagents required to have the longest possible shelf life and preferably six months remaining before expiration upon delivery. The NAICS code is 325413 (In-Vitro Diagnostic Substance Manufacturing), and this notice does not constitute a request for competitive proposals.
