About this opportunity

The Department of Veterans Affairs Network Contracting Office 02 has issued a Special Notice announcing its intent to award a sole source modification to an existing Federal Supply Schedule Blanket Purchase Agreement with Beckman Coulter, Inc. This modification will extend the current BPA V797D-70260 36C24224A0001 for Chemistry and Immunoassay Cost-Per-Reportable-Result services for one additional year, from October 1, 2025, through September 30, 2026. The procurement covers multiple VA medical centers across New York and New Jersey, with one site establishing an order for the full concurrent year while all other sites will establish orders for six months. The agency is utilizing FAR Part 8.405-6(a)(1)(B) authority, justifying the sole source approach because the required supplies and services are considered unique or highly specialized. The notice explicitly states this is not a solicitation or request for competitive proposals.

The primary purpose of this Special Notice is to provide transparency and allow other potential contractors to challenge the sole source determination by demonstrating that competition would benefit the government. Interested parties have until September 15, 2025, at 4:00 PM EST to submit responses showing clear and convincing evidence of their capabilities and how competition would be advantageous. Any responses must demonstrate the contractor's ability to provide the specialized chemistry and immunoassay services at the required quality level. The government maintains sole discretion in determining whether to proceed with the sole source award or conduct a competitive procurement based on any responses received. Notably, all sites except the East Orange VA Medical Center have already concluded evaluations from a recent competitive assessment, and no reimbursement will be provided for costs associated with submitting capability information.
