About this opportunity

The Department of Veterans Affairs (VA) Veterans Health Administration, specifically VISN 1 Pathology and Laboratory Medicine Service, has issued a Special Notice for a sole-source procurement of Point-of-Care (POC) Coagulation Testing from Roche Diagnostics Corp. This Notice details a planned 5-year Blanket Purchase Agreement (BPA) for comprehensive coagulation testing equipment and services. The procurement will cover existing meters, necessary supplies, reagents, network connections, service, maintenance, and parts required to produce patient test results. The Notice is being published under Federal Acquisition Regulation (FAR) 6.302.1-1, which allows for sole-source acquisition when only one source can satisfy agency requirements. The procurement is categorized under NAICS code 325413 for In-Vitro Diagnostic Substance Manufacturing.

The primary objective of this Special Notice is to inform the market of the VA's intent to procure POC Coagulation Testing services from Roche Diagnostics Corp. without a competitive solicitation. Contractors interested in being considered for this opportunity must submit detailed documentation demonstrating their qualifications by March 25, 2025, at 4:30 PM Eastern Time to Sarah.Ballentine@va.gov. The VA will use submitted information solely for market research purposes to determine whether a competitive procurement is necessary. The period of performance for this BPA is set from May 1, 2025, to April 30, 2030. While this is not a competitive solicitation, the VA will review any submissions to assess potential alternative sources. Ultimately, the decision to proceed with a sole-source procurement remains entirely at the government's discretion, and no solicitation will be posted to Contract Opportunities.
