About this file

This is a Special Notice from the Department of Veterans Affairs (VA) for a sole-source procurement of Point-of-Care (POC) Coagulation Testing from Roche Diagnostics Corp. The VA's VISN 1 Pathology and Laboratory Medicine Service requires a 5-year Blanket Purchase Agreement (BPA) for coagulation testing equipment and services, including existing meters, supplies, reagents, network connections, maintenance, and parts. The period of performance is from May 1, 2025, to April 30, 2030, with a response deadline of March 25, 2025, at 4:30 PM Eastern Time.

The procurement is being pursued under FAR 6.302.1-1, which allows for a sole-source acquisition when only one source can satisfy agency requirements. Potential alternative vendors are invited to submit documentation demonstrating their qualifications by the response date to Sarah Ballentine via email. The NAICS code for this opportunity is 325413. While this is not a competitive solicitation, the VA will review any submissions to determine if market research supports the sole-source approach, with the final determination remaining at the government's discretion.
