About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network (VISN) 17 is soliciting urinalysis testing services and equipment on an IDIQ basis, with proposals due August 24, 2026, though the solicitation is currently under a stay due to protest as of August 6.

This is a commercial items acquisition under FAR Part 12 with no set-aside, NAICS 334516, and PSC 6550. Place of performance is the VISN 17 Laboratory at 2301 E. Lamar Boulevard, Arlington, Texas, serving 14 VA medical facility locations across Texas (San Antonio, Amarillo, Lubbock, Dallas, Fort Worth, Bonham, Harlingen, McAllen, Corpus Christi, Temple, Waco, Austin, Big Spring, and El Paso).

The contractor must provide fully automated clinical urinalysis analyzers (semi-automated for El Paso) on a cost-per-reportable-result (CPRR) basis over five one-year ordering periods from February 1, 2027 through January 31, 2032. All equipment and reagents must be FDA-cleared at contract award. Sample throughput requirements are 210 samples per hour for chemistry and 80 samples per hour for microscopy. Installation and concurrent go-live across all sites must be completed within 60 days of award. The contractor must provide 24/7 technical support, preventive maintenance with 24-hour emergency response, offsite and onsite training, quarterly sales reporting, and comprehensive validation studies at no cost to the government. All contractor personnel must comply with VA security protocols, badging requirements, records management, and information technology security standards per VA Directives 6500 and 6550.

Estimated annual testing volumes total 749,620 tests: 442,400 urinalysis chemistry, 306,736 microscopic, and 884 body fluid tests. The guaranteed minimum award is $75,000 with a maximum aggregate value of $7,500,000 across the five-year period. Evaluation criteria are technical acceptability, past performance, and price. Contracting Officer Delphia Schoenfeld manages the solicitation (delphia.schoenfeld@va.gov, 210-417-7495).
