About this opportunity
The Department of Veterans Affairs (VA) Veterans Health Administration, Veterans Integrated Service Network 17, has issued a Special Notice announcing its intent to award a sole source, firm-fixed price IDIQ contract to Cepheid for COVID-19, Flu, and RSV testing supplies. The contract will cover three ordering periods and is specific to CEPHEID 510K/FDA APPROVED XPRESS COV-2/FLU/RSV PLUS and XPRESS COVID PLUS testing supplies. The VA has determined that Cepheid is the only vendor capable of providing these specialized testing materials for the North Texas VA Health Care System and Pathology and Laboratory Medicine Service located in Dallas, Texas. The procurement will be conducted under the statutory authority of 41 U.S.C. 3304(a)(1), which allows for non-competitive procurement when only one responsible source can meet agency requirements. The Special Notice was posted on November 7, 2024, with a response deadline of November 15, 2024.
The primary objective of this Special Notice is to secure a vendor for COVID-19 related testing supplies with specific performance requirements. Cepheid will be required to provide testing educational materials and procedures at no additional cost, deliver testing supplies without additional government expense, and ensure all supplies meet manufacturer, CLIA, FDA, and CAP requirements. The contract will operate on a call-order basis, meaning the customer will contact the vendor as testing supplies are needed, with no predetermined delivery schedule. While the notice indicates a sole source procurement, the VA will consider capability statements, proposals, or quotations from other sources within seven days of the notice's publication. If no comparable alternative sources are identified, the contract will be issued to Cepheid without further notice. Potential contractors should carefully review the manufacturer specifications and be prepared to provide detailed information about their ability to meet the VA's precise testing supply requirements.
