About this file

This document is a Special Notice from the Department of Veterans Affairs (VA) Network Contracting Office 17, indicating the VA's intent to award a firm-fixed price, IDIQ contract with three ordering periods to Cepheid for CEPHEID 510K/FDA APPROVED XPRESS COV-2/FLU/RSV PLUS and XPRESS COVID PLUS testing supplies.

The key details are:

  • The contract will be a sole source procurement to Cepheid, as the VA states Cepheid is the only vendor able to provide the required testing supplies.
  • The vendor shall provide testing educational materials and procedures at no additional cost, deliver all testing supplies at no additional government cost, and ensure supplies meet manufacturer, CLIA, FDA, and CAP requirements.
  • The items on the contract are not on a delivery schedule; the customer will call the vendor with order requests as needed.

  • The anticipated statutory authority for the sole source procurement is 41 U.S.C. 3304(a)(1), which allows for other than full and open competition when there is only one responsible source.
