About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 1 (VISN 1 New England) published this Special Notice on March 12, 2026, announcing its intent to establish a sole source Blanket Purchase Agreement with Diasorin Molecular LLC. The procurement seeks molecular biology and virology testing reagents and supplies manufactured exclusively by Diasorin Molecular for operation of existing VA equipment. The Network Consolidated Laboratory (NCL) at VAMC Brockton requires these supplies for virology diagnostic testing consistent with VHA 1106 Directive standards. This notice is not a competitive solicitation and no formal request for proposals will be posted to Contract Opportunities. The procurement falls under simplified procedures for commercial products pursuant to FAR 13.5 authority and is classified under NAICS code 325413 (In-Vitro Diagnostic Substance Manufacturing) and PSC 6550 (In Vitro Diagnostic Substances, Reagents, Test Kits And Sets).

The primary objective of this procurement is to secure a five-year Blanket Purchase Agreement covering the period May 1, 2026 through April 30, 2031, to support the VA's virology diagnostic testing operations using validated equipment and extensively tested reagent systems. Responsible sources that believe they should be considered qualified to provide these or alternative products must submit detailed documentation by March 20, 2026 at 3:00 PM Eastern Time to Contract Specialist Sarah Otis at Sarah.Otis@va.gov. The government will use submitted information to conduct market research and determine whether to proceed with competitive procurement versus sole source award. Eligible respondents must provide comprehensive documentation demonstrating their capability to supply the required molecular biology and virology testing reagents and supplies. The VA will evaluate whether alternative qualified sources exist in the marketplace before making a final determination on the procurement approach.
