About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Network Contracting Office 6 at Hunter Holmes McGuire Veterans Affairs Medical Center has issued a Special Notice announcing their intent to enter into a sole source procurement for Flow Cytometry Antibodies and Reagent Consumables. The procurement is specifically intended to support the Richmond VAMC's existing Becton Dickinson (BD) Bioscience FACSLyric Flow Cytometer system through the purchase of necessary antibodies and reagent consumables. The VA intends to sole source this contract to Becton, Dickinson & Co., located in Franklin Lakes, New Jersey, under the authority of FAR 13.106-1(b) for soliciting from a single source. The contract falls under NAICS code 325413 for In-Vitro Diagnostic Substance Manufacturing and is anticipated as a one-time delivery procurement.
The primary objective of this Special Notice is to inform the marketplace of the government's intent to proceed with a non-competitive procurement while providing an opportunity for other vendors to express interest in the requirement. Interested parties must submit their capabilities and interest to the contracting specialist at Natasha.Hawkins@va.gov no later than 11:59 PM EST on September 30, 2025, with telephone inquiries not being accepted. Contractors must be authorized dealers, distributors, or resellers for the required products, verified through authorization letters or documentation from the original equipment manufacturer to ensure warranty and service support. The procurement strictly requires new OEM items only, explicitly excluding remanufactured or gray market items as acceptable alternatives. The government retains full discretion to determine whether the responses received warrant conducting a competitive procurement instead of proceeding with the intended sole source approach.
