About this opportunity

The Department of Veterans Affairs, Network Contracting Office (NCO) 10 has published a Special Notice announcing its intent to award a sole source contract for a Physical Access Control System (PACS) upgrade. The contract will be awarded to Siemens Industry, Inc. under the authority of FAR Part 6.302-1 for the upgrade of software within the existing Siemens Desigo PACS at the Aleda E. Lutz VA Medical Center in Saginaw, Michigan. The solicitation number is 36C25025R0119 and falls under NAICS code 561621 (Security Systems Services). The VA justifies the sole source approach based on the proprietary nature of the Siemens software and the requirement for Siemens-certified technicians to perform the modifications. This notice is not a request for competitive proposals or a solicitation for offers.

The primary purpose of this Special Notice is to provide advance notification of the VA's intention to negotiate directly with Siemens Industry, Inc. for this specialized system upgrade, as only Siemens is licensed to develop and modify their proprietary PACS software. Interested parties have until 3:00 PM EST on October 9, 2025, to submit responses challenging the sole source determination. Any responses must demonstrate clear and convincing evidence that competition would be advantageous to the government. The VA intends to award a firm fixed-price contract and emphasizes that no solicitation package is available since this is strictly a notice of intent. Only contractors who can provide compelling evidence that competition is feasible and beneficial have the opportunity to challenge this sole source determination within the specified timeframe.
