About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 10, Louis Stokes Cleveland VA Medical Center is issuing a sources-sought notice (RFI) with responses due August 20, 2026 for the Accommodation Meter plusoptiX R09 (PowerRef 3) system and accessories, targeted as a total small business set-aside under NAICS 339112 (Surgical and Medical Instrument Manufacturing). This is an information-gathering notice only and does not constitute a binding solicitation.

The equipment will support the Surgical Department Mechanical Room at the Cleveland VA Medical Center. The VA seeks one unit of the accommodation meter with medical power adaptor, one software license for dynamic measurement of accommodation and pupil size changes, one complete measurement setup kit with mirror, slide, and rest components, and associated shipping. The PowerRef 3 is specified as the only currently available device that measures accommodation directly and dynamically while including integrated eye tracking for simultaneous convergence measurement; the system will enable pilot testing of virtual reality therapy for convergence insufficiency as part of a VA-ORD-funded research study investigating physiological mechanisms of near vision impairment in Veterans with traumatic brain injury.

Required technical specifications include binocular and monocular measurement capabilities, spherical refraction range from +5.00 D to –7.00 D in 0.01 D increments, pupil size measurement range of 4.0–8.0 mm, 50 Hz sampling rate, standard working distance of 1 meter, USB and VGA connectivity, AC power supply (100–240 V, 50–60 Hz), and operation in environmental conditions of 10–35°C with 20–80% relative humidity. Vendors must be OEMs, authorized dealers, authorized distributors, or authorized resellers verified by authorization letters from the manufacturer; remanufactured and gray market items are not acceptable. Responses should be submitted to Kevin Peeples at kevin.peeples@va.gov and must include company information, DUNS number, business size status, manufacturer or distributor capability, country of origin, GSA FSS or other federal contract information if applicable, general pricing, and detailed capabilities statements.

Background: The VA-ORD-funded study Home-based Treatment of Binocular Eye Dysfunction in Veterans with Traumatic Brain Injury (Mark Walker, M.D., principal investigator) will investigate physiological mechanisms underlying near vision impairment in Veterans and will conduct a pilot study to explore the feasibility and potential efficacy of virtual-reality for customized home therapy of convergence insufficiency. This study requires robust measures of ocular accommodation, the change in the shape of the eye s lens to focus on near images. For that purpose, we require a device that can measure directly changes in lens curvature and that can do this dynamically at a high enough sample rate to measure not only the amount but also the rate of accommodation. The device must also have integrated eye tracking for simultaneous measurement of ocular vergence. The PlusOptix PowerRef3 is the only currently available device that measures accommodation directly and dynamically, is portable, and includes eye tracking to measure simultaneous convergence.

Scope: Acquisition of an automated retinoscopy-based accommodation and ocular vergence measurement device, its control software, and associated measurement apparatus.  Â
